Scarborough is Toronto’s eastern industrial district and the city’s largest source of mid-size warehouse and manufacturing space. Its employment areas run in two bands: the northern group at Tapscott and Milliken along Steeles Avenue, and the Highway 401 corridor through Progress Avenue, Markham Road and McCowan Road, with a separate pocket at Coronation Drive near the eastern city limit.
For an occupier the draw is a combination of the city’s customer base, an established labour pool reached by TTC and GO, and buildings that are generally larger and better loaded than those in North York or south Etobicoke. CPKC’s Toronto Yard at Agincourt also puts an intermodal terminal inside the district, which matters to importers moving containers.
The honest trade-off is the western trip. Toronto Pearson and the Peel distribution market are a long cross-city drive from Scarborough, so a business whose routes run west should test that journey carefully before treating an eastern address as equivalent.
Industrial areas in Scarborough
Tapscott
In the northeast corner along Tapscott Road, Passmore Avenue and Markham Road, this is Scarborough’s newest employment area, with larger sites, better loading and a straightforward run to Highway 401 and to Markham.
Milliken and Agincourt
Around Steeles Avenue East, Middlefield Road and Kennedy Road, the Milliken area holds a deep base of manufacturing, food processing and distribution buildings, and CPKC’s Toronto Yard sits alongside it at Agincourt.
The Highway 401 corridor
Progress Avenue, Markham Road and McCowan Road form the district’s main industrial spine either side of Highway 401, with a mix of warehouse, flex and office-industrial buildings and the best regional access in Scarborough.
Golden Mile and the Eglinton corridor
The older employment lands along Eglinton Avenue East are being redeveloped for mixed use. Industrial occupiers should confirm the planning status of any site here before planning a long tenancy.
Coronation Drive
At the eastern edge near Port Union Road and Highway 401, the Coronation Drive area is a small, well-separated industrial pocket that suits businesses serving east Toronto and Durham Region.
Getting goods in and out
- Highway 401 runs through the district with interchanges at Kennedy, Midland, Markham Road, McCowan and Port Union.
- Highway 404 and the Don Valley Parkway are reached westbound; Highway 407 crosses the region to the north through Markham.
- Markham Road, Kingston Road, Morningside Avenue and Steeles Avenue East carry the local truck movements.
- CPKC’s Toronto Yard at Agincourt is an intermodal terminal inside the district.
- GO Transit’s Stouffville line stops at Milliken, Agincourt and Kennedy; the Lakeshore East line serves the south of the district.
- TTC Line 2 and the Scarborough bus network give good transit access to the northern and central employment areas.
Building stock and the businesses here
Scarborough’s buildings run from 1960s multi-unit blocks in Milliken and along Eglinton to larger and better loaded product along Highway 401 and at Tapscott, with clear heights generally in the 16 to 24 foot range and truck-level loading more common than in the rest of the city. Occupiers include food processing and distribution, automotive parts, plastics and packaging, printing, building products, electronics assembly and logistics operations serving east Toronto and Durham Region.
What occupiers weigh in Scarborough
- The drive west is the main cost of an eastern address. Time the run to Pearson and to Peel at the hours your trucks actually travel.
- Shipping and receiving often share one staging area in older buildings. Confirm both can operate at the same time at peak volume.
- Employment land along Eglinton is being converted to mixed use, so check the designation before a long commitment.
- Labour is reached by TTC and GO in much of the district, which supports shift work and administrative staffing.
- Markham sits immediately north with newer stock and different building formats, and belongs in the same comparison.

The property comparison should begin at the loading position and follow the actual movement of goods. Consider dispatch timing, delivery appointments, and the return journey. Inside the building, assess whether receiving and shipping can operate at the same time without using the same staging area.
